Program Eligibility Requirements, Terms and Conditions
Please read the following information carefully. By submitting a candidate through Noblis’ Cleared Jobs External Referral Rewards Program (“the Program”) you are agreeing to the following terms and conditions:
I. Objective
The Program offers a one-time referral payment to persons unaffiliated with Noblis. It is designed to help Noblis attract, hire and retain the very best talent in the United States.
II. Individuals Eligible for Participation
- You must be an individual (i.e., not a business entity) and legal resident of the United States who is at least 18 years of age with a valid Social Security Number.
III. Individuals Ineligible for Participation
- Current Noblis employees and their immediate family members
- Staffing/recruiting agencies, consultants or any employee/consultant of a third-party to whom Noblis is contractually obligated to pay a fee for the hiring of an individual referred by, or working for, such third-party
IV. Candidates Ineligible for Submission
- Self-referral
- Candidate who has already been referred by a current Noblis employee or a current applicant who has applied to Noblis in the last 12 months
- Recent or current contractor, temporary worker, payrollee or consultant
- Someone who has provided services to Noblis in the last 12 months
- Former Noblis employee who has left the company within the last 12 months
- Immediate family member of a current Noblis employee
V. Referral Process
Referral information must be submitted through https://careers.noblis.org/referrals/ with the information listed below. Referrals submitted any other way, without any of the required information, or that are not properly identified are not eligible.
- Your full legal name (as the referring individual)
- Your contact information (phone number and email address)
- The potential candidate’s full legal name
- The potential candidate’s contact information (phone number and email address)
- Your relationship to the potential candidate
- The candidate’s active clearance level (must be at least Top Secret to be eligible)
- The job area of interest (job number optional) to which you are referring the potential candidate
- Information about the potential candidate’s skills and experience (can include website links if applicable)
Note: Only one candidate allowed per submission. If the candidate is a good fit, the Noblis Talent Acquisition team will contact the candidate to request a resumé and provide instructions for applying for the job.
VI. Payment Amounts
Only Noblis jobs that require a clearance level of Top Secret and above are part of the Program. Reward payment amounts are dependent on the clearance level required for the position. The potential reward amounts are as follows:
- Top Secret or Top Secret/SCI = $2,500
- Top Secret/SCI with Counterintelligence Polygraph = $3,000
- Top Secret/SCI with Fullscope Polygraph = $5,000
VII. Payment Terms
Noblis shall pay you a one-time external referral payment according to the requisition clearance level, if you are eligible to participate in the Program, submit a candidate through our Program portal, the referral results in a successful, full-time hire and such referred employee:
- Acknowledges they were referred by you
- Is fully qualified for requisition and crossover of clearance is validated by our security team
- Completes 60 days of continuous, active employment with Noblis
- Is in good performance standing at the end of their 60-day period
- Is actively employed by Noblis at the time the external referral reward is to be paid
- Is hired against a cleared position designated as part of the Program
Upon the successful hire of a candidate, you must complete and return to Noblis an IRS Form W-9 and any other documentation requested by Noblis to receive the referral reward. This form will be supplied to the referrer by Noblis once the referred candidate has completed the required 60-day tenure period.
Noblis will process the reward within 30 days after the referred candidate completes the 60 days of employment noted above and the required paperwork has been submitted. Payments will be made on a 1099 basis and paid by company check from Noblis.
VIII. Tax Liability
External referral rewards are paid pre-tax from Noblis. Noblis will report referral payments to the appropriate tax authorities, and you are solely responsible for paying applicable state and federal taxes on any payment received.
IX. Additional Information, Rules and Guidelines
- Positions qualified for the Noblis external referral rewards program are for Noblis or Noblis ESI jobs which require at least a level Top Secret or above.
- If more than one external person refers the same candidate, and such candidate is hired by Noblis, the external referral reward will be awarded to the first referrer based on the timestamp of the submission via the Program web portal.
- The Program and its terms and conditions are subject to change and can be terminated at any time and at Noblis’ sole discretion. Current program guidelines will be posted on the Program web portal.
- This agreement is governed by Virginia law. By participating, you agree that all disputes regarding this program shall be submitted to final and binding arbitration in Reston, Virginia.
- You agree that Noblis’ total liability under this agreement for any cause of action relating to the subject matter of this agreement (regardless of the nature of such claim) is the lesser of your actual, direct damages or up to $5,000.
- “Immediate family” for the purposes of the Program are defined as: parents, spouses, parents of spouses, children, spouses of children and any other claimed dependents.

- Any exceptions to this procedure can be reviewed by the staffing director.
- Referred Candidates must start within 12 months of accepting their offer.
